How scarce is scarce....?

...heres an example....

Scarce Silver-lines, Bena bicoorana

....but is it really scarce...I suppose it is if you have never seen one before....this being the case for me...but it doesnt appear on the Kent Biodiversity Action Plan Species list....heres what it says for moths....

Heres a couple of moths I have seen before, firstly one I have caught on only one other occasion...

...and one that turns up every year without fail....
